Phone: 877-529-2655

State tax deduction for residents: Wyoming has no state income tax

Open to nonresidents: Yes

Refund provisions: Penalty of 10% of earnings

Minimum/maximum contributions: $250 ($1,000 for nonresidents) / $245,000

In Wyoming's savings plan, managed by Mercury Advisors, you can invest in 100% stocks, 75% stocks, a balanced portfolio, 100% bonds or an age-based portfolio that's 90% equity until the beneficiary is six. The expenses are high because you pay 0.95% in administrative fees on top of mutual fund expenses of 0.85% to 1.45%. An additional $25 annual fee is waived for Wyoming residents and accounts more than $25,000.
